A fun bit of understanding game design is knowing how best to make the same card twice, but make sure they are both unique. Dunk Tank is not that different to Tactical Rocket Launcher in general, but for the benefit of being able to select any Beast there is a potential downside. However the downside isn't completely pointless, as there are additional benefits that can be earned with coin flips. Is it actually balanced? Probably not, but it is fun to point these things out.
