I wasn't exactly sure the direction to set Cloud King for the longest time. I first tried the same card effect Cloud King has now but with Beast cards, but it didn't feel very thematic. Shifting the card type to Wish felt much more in line with the themes and gave a new way to play with Wish cards that I liked. It took a while but I eventually found a great effect for this.
